The problem engine is a Lionel's Centtenial GP9 issued in 1997 w/TMCC.
I bought the engine new and have had it for 12 years. Never had a problem.
After sitting for two months, I attempted to run it yesterday.
At maximum throttle, it runs very slow. Going conventional, it runs fast like normal.
With TMCC all features (horn, couplers, lights, sound) work ok.
Both HH performed the same....low speed.
The RESET procedure had no impact on the problem.

Any suggestions welcome.

I had the same problem with a lionel TMCC GP-9. It was the UP unit ore train from the late 90's.
Everything worked great but in TMCC mode, it seemed to top at a rather low speed. In conventional mode, it had the full speed range. It was a while ago and I'm pretty sure that I tried to reset the max speed setting, etc but not sure if it helped.
I didn't really find a solution as I upgraded to Legacy control and it allowed the full range of speed compared to my TMCC-1 set-up.
