The smoke unit seems to work correctly, too much fluid or an air bubble in the puffer could prevent it from coming out the stack, try gently blowing down the stack. Of more concern(to me), Is this a new loco, that whistle sounds incorrect,like somehow that loco ended up with a diesel horn instead of a whistle.I used to own one of these and the whistle sounded nothing like that.

I've got a 9631 and the whistle is correct and it sounds like a whistle.
I took the smoke unit apart and I'll tell you it is what it is.
I re-packed it and even made a gasket were the 2 pieces come together and made a seal on top to the boiler shell, but the problem is that the puffer on this little guy is a plunger not a motor.
There's a cam on the front drive wheel that pushes a plunger up and down to puff the smoke.
As it does it's down stroke it pulls a little smoke with it and what you get is "Blow by" . That's why I have a $256 loco that I bought new 6 months ago that has steam chest effects. but what the hey where else can you have this much fun with an O scale steam engine with TMCC for 256 bucks?

It's a heck of a good puller and you couldn't get anymore bang for the buck and With Railsounds 5.0 to boot.
The biggest complaint I have with it is that although it does have TMCC it doesn't have cruise so I may add the cruise commander M to it at sometime.

I don't like to comment in a negative fashion about another fellows engine,,,,,,,,,,,,,,,but, it has a HORN not a whistle,,,,,,,,,,,,and is the fan for the smoke unit turning in the right direction?

This baby would go back to LIONEL if it were mine, either by me or my dealer. Everytthing else seems ok to me.

You might have a one of a kind there on your hands.

Well if you read my post I've had mine apart .It has a whistle not a horn
It does not have a fan.
It doesn't need to go back
It is what it is.
There are 3 other videos of the same engine on you tube all of them sound the same.
