The thread below contains some really good information on F7 lash-ups.  I would do a restore on each loco and then retry.

Another thought....the rear F7A is non-powered so is has to "sense" when it is in reverse to turn on the headlamp.  When it is not moving or going forward it should turn the light off.  One truck has a magnet on a wheel set and a sensor determines if the dummy is moving and which direction.

Consider checking the connections to this sensor. 

Thanks, they are the TMCC E7 from 2006 but I will reset them all and go from there.

Confirm you are hitting the "R" key when programming the rear A unit.

Thanks, I run both TMCC and Legacy so I use my Cab-2 and change direction of the trailing A unit so it’s facing backwards. 

I will reset them all and start fresh.

Pretty sure they "sense" the reverse using the TMCC stream.  There's actually no way for that wheel sensor to know which direction it's turning, it's a simple hall effect sensor.  There's just one pulse that says things are moving.  In any case, are you sure that even has a sensor?  I can't find a parts breakdown for this unit.

My original read of the post was F7s and not E7s.  On my set of F7s the trailing A had a hall sensor.   I assumed it was for the lights.  If I recall correctly, the cab lights went off when the loco started moving.  It also seemed to control smoke but I no longer own the set.   So my information is anecdotal and not based on any schematic.  

Yep, the sensor can obviously detect if there's movement, just not the direction.  Cab lights sounds like a reasonable prospect.
