Lionel Odyssey engine Cab #5444 Hudson. Recently received a engine that was stored away couple of years.  Put it on the  072  track. it ran very slow, both directions. I thought someone had locked it into a slow speed. I preceded to unlock it and than set a faster speed. It ran ok for 10 minutes  When I shut it off it went back to the slow speed.  I reset the speed again. Shut power off When I started up again I still  had slow speed but I also lost lost sound,smoke  I still had lights.

Things I tried checked all plugs & wires Pulled the three boards & reset them. pulled the 2 chips & reset them. I now have lights, bell & whistle, forward & reverse (slow speed) I noticed on start up it goes forward without pausing Also when I reinstalled the chips I matched the angled edge with the one on the PCB board is there a right or wrong way other than that  Is there a way to test the sound board. possibly changing the chips from a different engine I do this on a MTH PS1 engine when I think the chip is bad.

As for the chips, you should never pull these without a PLCC puller.  Prying them out usually breaks the side of the PLCC socket, then you are certain you need a new board!

First off, forget about the tender for now, just work on the locomotive.  You are talking about "locking to speed", explain what you are doing exactly here?  Did you hold down the SET for over a second and then the BOOST over a second to clear any speed lock?
