I purchased a used Lionel Providence & Worcester SD70 M2. This is a newer version with Bluetooth. I was surprised to see there was no Memory module. Did they stop using the Legacy Memory Module with the newer equipment?

Probably because they discontinued the CAB-2 and Legacy Base.
The memory module hasn’t been around for years. About the time that the IR track came out, the modules disappeared. All the info from the module can be entered into the remote by hand.

That could be true. If you search for this on Lionel.com. They stopped giving the catalog year. So, I do not know how old it is. It is using the new number system but that has been going on for several years. It runs fine and I don't really know what the memory module inputs to the Legacy system other than name, number, sound system, operating mode, etc.
It is more a curiousity issue. I have 20+ modules and thought it odd not to have one for this engine. Maybe the seller didn't include it.
