i have taken the coil out of the transformer and would like to know how to test with multimter...when i plugged the transformer in
the red light turns on in a few seconds ... how to check for a short or bad coil???

Follow the pictorial diagram and schematic from the service manual. (There is a copy here on docdroid). The breakers on these open prematurely when they get old.
Well, removing the coil is NOT the first thing I would have done and not the first place I would look for trouble... but since you are already there, get yourself a copy of the Lionel service documents (Easily Licensed/legally available in the Greenberg's Repair and Operating Manual for Lionel Trains: 1945-1969 publication or via the LCCA/HSL Digital Archive). From there, you can see the schematic (sampled below) and exploded diagrams to be able to check for unexpected shorts in the 4 secondary winding sets:

This one contains some erroneous info in the "Pinout" section... "U" goes to the center rail with this model, A or B to the outside rails.
