I've got a post-war Lionel tender and the whistle relay isn't working properly. Everything appears to be wired correctly. Verified through the service manual. But when I apply power to the track/roller, the whistle relay itself just buzzes. Buzzing sound goes up and down with the corresponding voltage applied.

Any suggestions on where to start?

Does the bottom armature plate on the relay pull up closing the contact? Have you tried to run the motor with jumpers connected to just the motor? That would be two things to check first. If the motor works and the relay closes the relay contacts a good cleaning of the contacts would most likely be next. At this point I remove the contact plates and polish the contacts with a 220 grit Dremel fiber wheel. Must be careful not the break the wires going to the relay coil.
