Load a PS3 sound file using DCC?

Can an NCE DCC system along with the MTH DCS consumer loader program be used to update the sound file of an MTH PS3 PCC street car?

I run my PS3 PCC streetcar in conventional AC operation w/o any DCS system (TIU…etc.). I want to load a new sound file (*.mth) to the PS3 PCC streetcar. I don’t have a DCS system (TIU…etc.), but my brother has a NCE DCC system that I can borrow. Would the NCE DCC system allow me to load the *.mth file?
