Radio Roy---- thanks for the input.  this was the service diagnosis from a great repairman.  If any of this checks out with your knowledge on the subject matter.  I would appreciate your answwer.  Joe and I bought this piece at an estate sale.  It was still in the styrofoam and original box.  Not hardly used at least as I can tell. 
"What I did first with Joe’s locomotive was to isolate the DC motor and test it.  It is fine. Putting power to the track had the headlight go on, but no power to the motor.
The unit is an old Williams locomotive. Williams went out of business, but Bachmann bought the tooling, so they are making some new items. (Read no parts for old trains from prior owner)
I went on line to Bachmann hoping beyond hope, but no luck. I went to another hobby shop in Michigan who has quite a bit of parts, but again, nothing for a Williams engine. Finally I looked at a Lionel part we have that does the same function as the “fried pc board,” but unfortunately it didn’t supply enough power to make Joe’s locomotive move. The only alternative I know of is a revamping of the circuitry at a steep cost."
