The simple answer is no.  The LGB MTS system was/is their own proprietary system that if I read correctly is based on DCC but from what I can tell is semi proprietary (it sounds like it has proprietary extensions). MTH DCS control system is their own proprietary control system designed to control  PS2/PS3 engines. DCS can also interface with the Lionel TMCC/Legacy command bases and operate engines equipped with that. The DCS system isn't compatible with DCC (even if the MTS system will allow a DCC command base to control it, not sure about that).  In theory you could buy a PS3 board set and install it in the LGB trolley (assuming there is room) and use DCS to control it (raises another question, can DCS work with a 12v DC system? I assume so, given MTH produced HO engines with DCS decodrs), but I suspect that is more effort than it is worth.
