Here's where I'd start. Remove the collector plate and grease all the gears. Then a drop of oil on the ends of all the moving shafts. A drop of oil on the inside and outside of each axle. While you have the collector off, make sure the tach wheel is lined up with the sensor. Also oil the axles on the pony trucks and make sure they are not binding anywhere.

Did you charge it? If you have the charger, plug it in overnight. If you charge on the track, charge it for a few hours at 12 volts in neutral. Not sure the battery would make it sluggish. You can tell if the battery is weak by killing power to the track and listening to the engine sounds to see if it goes through the full shutdown sequence. If the sound dies abruptly, you need to charge it.

Also, check that nothing is binding and that the engine didn't pick up any debris.
