Need help with a TMCC loco signal issue

I have an F3 (6-14588} which seems to not be receiving the TMCC signal.

As soon as power is applied the sounds start immediately but absolutely nothing else works. This is the case even with the switch in the Program position. I assumed it is probably a radio board or antenna problem. The current radio board is C11 but I have a known good C13 in stock - still no response. I put the C11 in another locomotive and it works fine, so radio board is off the table. The antenna wire has continuity and is not grounded anywhere.

Does anyone have an idea of what else might be troubling this locomotive?

Well, since you eliminated the antenna and R2LC, I'd be looking closely at the motherboard.

Does the transformer horn and/or bell control activate the sounds?

Thanks, John. I was using the Cab2, I never thought of trying the horn and whistle buttons on the Z4000. I will try tomorrow morning.

Found it.

The horn and bell buttons did activate the horn and bell but there is no movement. After taking it apart, again, I found a bad solder joint. Once I resoldered it we are functioning properly.
