After working just fine for several years, here's what's happening now on my DCS+TMCC+Legacy RR:
1. DCS on MTH engines: Works fine
2. TMCC on TMCC engines: Ditto.
3. DCS on TMCC engines: [Suddenly] VERY POOR. The engine often stops dead; for no apparent reason. It even stops multiple TMCC engines running. This behavior also occurs when given a command such as BLOW HORN, or CHANGE SPEED.
4. A FINAL blow: Unders DCS control, I experienced a MAJOR problem: Several TMCC engines that were on the RR but not powered-up suddenly launched at full speed and crashed! It was as if they were operating under conventional control at full track voltage….

My ad hoc ‘fix’ was to disconnect the cable between the Lionel Legacy Base and the associated TIU. Result: A return to items 1 & 2 above. No surprise.
Now I need to determine the root cause of the DCS-on-TMCC engines problem……and I solicit your advice.

Are you experiencing loss of TMCC locomotive control when operating them via the DCS remote/app with the Legacy base connected to the TIU or when operating them with the Legacy remote with the Legacy base connected to the TIU?

As far as I know all the TIU does is send signals to a Legacy or TMCC base when it's connected to either of them. Your run away locomotives are being caused by a loss of Legacy/TMCC signal. I don't think there is a way for the TIU to cause that by simply being connected to a TMCC/Legacy base. Is it possible that by disconnecting the TIU to Legacy base cable you restored a bad connection at the "U" terminal on the Legacy base?

You don't need to have the TIU and Legacy base connected to run either system on the same layout. It's mostly for people like me who like to run their DCS and TMCC locomotives from the same remote.
