New to O Gauge having a problem with DCS 51 Voltage output

I'm new to O Gauge and am looking for information concerning the DC voltage applied to the track by most standard Block Controlled 2 rail layouts. All of the Power Units I have are vintage 1960 to 1980 steam with Open Frame motors. I am powering my new layout with a DigiTrax Zepher DCS51. I have wired a center off 10K Ohms/Volt meter across the track and find I am only getting 10 volts to the track MAX. This seems low to me for O Gauge.

What do you folks recommend?
