Non-Powered Unit Headlight always on

I just received my (new) Lionchief Plus, FA AA set (6-54413) back from Lionel service. It wasn't running smoothly. They replaced the circuit board and smoke unit. Now the non-powered units headlight is always lit, no matter the direction of the train. The powered unit headlight works correctly. I've gotten another RMA number but is this something I can easily fix?
