They must be Railking if they are not lighted. I doubt that the openings for lighted number boards are there.
Anything is doable if you want it bad enough. For me, it would be more trouble than it's worth.

Yes and how can I make them light up?
As follows:
- If there aren't any holes in the shell behind the number boards, remove the number boards from the shell and cut holes in the shell behind them. If the number boards aren't transparent, replace them with ones that are. Otherwise, reinstall the original number boards
- Figure out how to mount bulbs behind the number boards and mount a 6 volt bulb behind each hole
- Learn where on the PS2 board are the connectors for the number board lights
- Connect the bulbs to the appropriate headers on the PS2 board
- Locate and load into the engine an appropriate sound fie that reflects the engine's functions, plus number boards.
Being that they may be hard to install and replace I would use LEDs instead of bulbs if they can be fit in. The advantage is that they will last a long time and put out little heat so melting the plastic is not an issue. Lionel had some issues with this on some of their models. Put 2, 3mm warm white LEDs in series (+ to -) with the 6 volts from the board in proper polarity in series also with a 1 ohm resistor. If they are too bright for your tastes use a higher value resistor to dim them down. You can also run them off track power (the 2 LEDs in series) with a bridge rectifier and a 680 ohm or more half watt resistor.
Circuit for a single headlamp is shown below,run off track power. For the number boards wire the LEDs in series of 2.
