Interesting article about some of the causes of subway slowness, both the 1995 crash regulations and the problems with the timers on the signalling equipment not working right. Also shows how decision making based on assumptions can go wrong, for example assuming subway congestion was all about too many riders, or in coming up with new work rules and not testing the impact of them.
