Do I need to place inside the power car?
It doesn't say in the instruction manual and I’m going to use a Legacy 990 with it.

The module is used to load the engine info into the CAB-2.
So the Acela doesn’t have one because it’s not a Legacy system correct?
Incorrect. The Acela is Legacy. I do not know whether it came with a orange module or not however, all of the data can very easily be entered into the CAB2 manually.
The orange module is used to load the Legacy engine's info (road name, number, steam vs. diesel, sounds, etc.) into the remote. It has nothing to do with powering the engine.
Lionel stopped including the orange modules with their Legacy engines about a year and a half ago, because all of the information in the module can be manually loaded into the remote w/o needing or using the module.
I don't have the Legacy Owner's Manual in front of me, but my recollection is the process on how to do it is around pages 56-57 ?

The Acela is TMCC with Railsounds 5.
There is a Acela type selection in the Legacy Cab-2 handheld controller for the screens and functions of the Acela set.
