Pre-Test of 691 BACKFIX Motherboard and Command Receiver

Can a New and factory original 691-PCB1-056 motherboard and a New 691-R2LC-C08 command receiver be pre-tested before they are installed on my 6-22918 Lionel Backshop?  

I have the detailed 22 page instructions that specify all of the proper connections but I prefer not to ship this bulky and delicate tinplate unit.
