In the 1941-42 period, Lionel offered uncatalogued sets in the 7000 series , both years and in 8000 series in 1942. I think at this time, Lionel was very busy with production of wartime material and instruments. So perhaps the motivation behind these sets was to clear everything from inventory to make room for the expanded wartime production. I saw once set 8037 which was made for a automobile parts chain . It has a diecast 1684 loco, a 261T tender 3 4 wheeled freight cars and a 657 eight wheeled caboose, all with latch couplers. It seemed to be an outfit made up from whatever was handy for this 1942 offering. 

The set designation 7043WC to me implies that the outfit had a whistling tender and included a 166 or 167  whistle controller. . I would think that this set could have had a compilation of items similar to the 8037 set that I saw, perhaps maybe a bit more deluxe, perhaps including an operating car, since its number last two digits 43 was greater than the 8000 series set I saw, 37suggesting a higher priced set per lionel's marketing model. The  odd number designation, suggest there is a good chance that it is a freight outfit. . Just reading the tea leaves a bit here.
