I have recently acquired two used Lionel GP-30 locos (Lionel 28215 and 28815) with TMCC from different but reliable dealers.  Both locos accepted a change of assigned TMCC no., receive horn and bell commands, and change headlight ends upon reverse.  BUT, both engines have trouble accepting speed commands in both directions.  They inch along at best and occasionally do a jack-rabbit spurt.  All other engines I have with TMCC/Legacy either factory or after-market installed seem to work fine.  What might I be doing wrong?

First step if you can't get reliable operation is to check the flywheel magnet ring.  That's a fairly cheap repair if that's the issue.  They're glued to the flywheel and frequently come loose.  If they're not yet broken, you can simply glue them back on.

Stop running them until you check as when the magnet ring breaks, then you have to get a new magnet ring, pull the flywheel to glue it on, and then replace the flywheel.  This is clearly a lot more work than if the ring is just loose.
