You can using the Variable channels of the TIU.  i.e., you can't run them on the Fixed channels, since the voltage is always at full on those.  So the P1 trains can be controlled conventionally via the TIU, so they are not working as DCS engines, since they are not DCS engines.  So when you say "under DCS", I'd call that a "no", as they will not run in the same manner as DCS engines do.  You will not be controlling them via the Engine button, but the Track button.

The variable channels have specific "softkey" sequences built in that makes it MUCH easier to configure Proto 1 features though, so there is no more "raise and lower the handle 35 times" to activate anything.  The TIU will raise and lower the voltage to the exact levels and timing required when you select the softkey.  It's a great help for the odd time when you need to access any of those settings.
