Question on replacement driver measurements

I have to replace the 56” drivers on a steam engine model I am building. Looking at Grandt Line and Precision Scale they offer driver Centers. Are the dimensions given for the centers themselves or for a finished driver and tires with those dimensions? That is, would a 51” driver center be appropriate for a 56” driver?

Also does anyone offer drivers with tires already mounted for separate sale vs having to buy a whole drive block?
