Des Plaines hobbies also had a stock of undec shell kits, everything but the mechanism.    I think P&D and Desplaines bought the remaining inventory.

You could also try Merlyn Lauber at Caboose Stop Hobbies in Cedar Falls, IA.  He sells mostly 2-rail but you never know. 

Did you ask on the 2-rail O scale section of the Forum?  You could buy a 2-rail model and replace the drive train with 3-rail parts from an early Weaver Ultra Line (the ones with shaft drive.)  A lot of Red Caboose owners replace the Roco-style "cassette" drive with a Weaver drive anyhow, there are a lot of good upgrades for it.  My $.02.
