Perhaps your objective is unclear.  Since a DCSRC itself can't function as a programming device, it stands to reason that you must hook up a TIU to perform any programming functions.  In the scenario proposed, the purpose of the DCSRC in addition to a TIU is to keep an engine silent when power is initially applied to the engine. 

The "problem" is a TIU channel only generates the watchdog (to silence a newly powered engine) when the TIU channel itself is initially powered (whether the TIU is powered active or passive).  The DCSRC can be added to the TIU channel to silence an engine in the specific case where the TIU channel was already powered minutes or hours ago...and the engine and the DCSRC are newly powered with, say, a toggle switch.
