That is a NYC Pacific. RS25GS02 is the processor chip number, not the circuit board number. It sounds like a Railsound 2.5 version, which the board is mounted on its own platform in the tender. Part # would be 691-PCB1-019. Are you sure it is bad? Try carefully removing both chips and then re-seat them in their sockets. Sometimes this works if there is no sound. Lionel has.

Yes this was the period lionel flooded the market with Hudson/Pacifics of the 28000 series.  Conv, TMCC and convertible.  With several variations in the configuration. 

For the OP, you may have a bad Power Supply board also or instead of.  So how do you know it is bad, symptoms matter.  Usually you swap in other know good board to test.  RS and Power Supply board.  One at a time.  G
