I have set 6-24589, all the individual engines can be programmed and they all function correctly if you address them individually. When I add them to a train it starts making the train, and then says it's ready, but the lead A never makes any verify sounds. When I address the train it doesn't respond to power on or any other buttons. I'm pretty knowledgable in making trains so I'm not sure why they all work as individual engines, but not work in a Train setup.

I want to run them all in a train so I can get the correct lighting setup as it moves forward and in reverse.

Matt,

         I do not have a CAB 2 handy so I may miss something but according to your screen shots your Train number is 32. TMCC/Legacy only allows single digit train numbers so 32 is no good use 1, 2, 3, 4, 5, 6 etc to 9. 

         Also most Lionel AA sets equipped with TMCC or Legacy the rear A unit whether it is powered or non powered is always programmed from the factory as the rear unit. I have PRR Sharks TMCC where both engines are powered and I have them both programmed with the same number 52. The rear engine starts with the back end of the engine going forward so no need to change the direction or in fact to set the lash up as a train. It’s just engine # 52 the same number as the lead A unit. If your B unit is non powered you can set it to the same engine # it really does not matter how it faces in direction. If it is a powered B see which direction it starts and put it in that direction in the lash up. So in my opinion use # 32 as the engine number for each one of your units and run your lash up as a engine not a train.
