The AC/DC sound unit was made by Dallee Electronics. 

It's been a while since I played with one, but I think you need a Loco-Matic controller to reverse the locomotive, which will also allow you to control the whistle, bell and headlight functions.  SHS included one with their Loco-Matic F-units, but I think they left it out on the 2-8-0's.

An email or call to Dallee might answer your question.

Below is an excerpt from page 9.   Based on my experience, try moving each dip off and on several times gently with a small instrument (preferable not metal).  Sometimes the dips loose positive contact over time and need to be moved a few times to restore that.

From page 9 -- 

With all dip switches in the off position a start in forward with standard AC operation will occur. With dip switches in the off position when power is interrupted, a second will pass before sequencing into neutral (especially with low voltage)....
