While at a train store bying some "S" Arttista figures, I came upon a pack of Lionel "Commuter People Pack 6-24244" that is "S" size, for sure. I assume this was a "O" project gone wrong (but fine for us). 5 nice looking figures for about $18. is a decent deal, IMO. They do, however, have bases (which are white) that will need painting to match the ground they will go on. I'm happy with this find!

Are there any other figures in "S" size besides Arttista? I found a bag of "Made in China Preiser rip-offs" at York that were marked "S", but they look closer to "HO".

You may want to check Metal figures. I've used these in O scale they do have the base you are talking about.
From their website.
"Metal Figures are 1 1/2 inches tall from the base and are compatible with O, O27 and S gauge layouts". With an O-scale building.
