It looks to me like you have too much flock down. 

I apply a coating of ground foam then a light to medium coating of static grass mixing colors and lengths that way I don't have to put down such a thick layer of static grass which usually falls over under it's own weight.  I always wave my home made grassenator right over the flock before I'm finished to make sure every strand possible is standing up straight.  Here's a pic.....

Thank you very much for the replies, I apologize about the delay in getting back to you, sadly I must continue to work in order to supply my train addiction!  Your suggestions are great, and I plan on trying them this weekend.  I have different shades of the flock and plenty of different types of ground foam, so I will take some pictures once I redo this area and post them online.  I already go back over the area with an empty static applicator to try and get as much of the grass standing up.  I'll let you know when I post the pics so you can compare and hopefully see a great improvement!  Thanks again!
