Hi Pete

That is correct; counterweights are applied as a flat piece of styrene or brass glued to the face of the spokes.  This way, only one injection mould is required for the several different versions of wheel, helping keep cost down.  It is normal to see the correct-shaped counterweights provided as part of brass etches for complete kits.  Some kit builders will fill the space behind the counterweights with putty, although once painted, it is very difficult to see that they are hollow between the spokes.
