Why Lionel?   Why not MRC or GML or some other outfit that makes DC throttles?

You could use any that put out about 2 amps or more.   It might not draw that much, but then again it might because the motor is dirty or the gearbox is stiff with hard grease.    But it shouldn't matter because the breaker should go out if  you overload the transformer.

Anything should work just to see if the motor turns and the wheels move etc.   If you want to check out the running characteristics and tune it up, you probably want a better throttle such as those mentioned.     The main reason based on very old experience which may not be accurate is that the lionel transformers I have seen all  use a simple rheostat for control and do a pretty crude job.   they work fine for trains around the tree, but are do not have the fine control of modern transistor throttles.
