Every time I restart my trains. The Variable Outputs measure 0 volts on TIU. When I go to the tracks in the app, the Var channels are set to 17 volts each. I must bring down the bar to zero, and then re-raise to 17 volts every time before the var outputs have voltage.

Try backing the voltage down just 1 or 2 volts, then go back to 17. I know that works with the remote. Not sure about the App, as I have not tried that setting. I do know you need the full blown app (not the free-be) to be able to control the voltage from WIU app.

It sounds as if you have the variable channels set to fixed mode. When you roll the thumbwheel one click in either direction, the channel reverts to variable until TIU power is recycled.
Turn them back to variable mode by: Menu. System, DCS Setup, select a TIU variable channel and tap "FXD" once ro twice until their back invariable mode again.

Sure!
Navigate to theMore... Screen, tap Advanced Features, System Settings, TIU Settings, select a TIU and toggle each variable channel to Foxed mode.
