All of my Lionel/Atlas Locomotives only operate as if they are in conventional Mode. It comes to mind that they are not receiving the TMCC signal. I have checked all the connections. I have a ground plane that I have metered the connectivity to ground. Perfect. The Common wire is connected to the outside rail. The Legacy command station is connected to a MTH TIU. Two weeks ago ran perfectly both the MTH Locomotives and the Lionel/Atlas Locomotives with both the MTH hand held control and the Legacy hand held. It still runs the MTH locos with 9-10 signal strength. I have tried moving the Legacy Base to a different Location. I have reprogrammed the locos and they respond to the reprogramming and will make a partial lap around the layout then revert to conventional mode speeding up at the time. Having no knowledge of how to test TMCC signal strength I have run out of ideas.
