Lately, I have noticed that all my TMCC engines' headlights flutter.  This is not the same as the headlight flicker that indicates loss of TMCC signal.  This happens on all my TMCC engines both Lionel engines and conventional engines converted with either ERR of Digital Dynamics kits.  The engines run fine and respond to TMCC commands. I am using a Legacy base with GunnerJohn's amp on a large layout, with multiple layers.  I have verified that connections to base, and layout are OK.  Has anyone else run into a similar problem?

Here is a link to a video showing my problem.  The first clip is a pair of Lionel 80s era EP-5s converted to TMCC with a Digital Dynamics kit.  The second is a Lionel 0-8-0 TMCC engine.  The third clip is a Lionel Legacy S2 switcher, notice the headlight shine steady.  The last clip is the EP-5s stopped, but with power to the tracks.  Here the headlight flutter is very evident.

Well, that looks like some sort of power problem to me, but that's just from the cheap seats way above the action. Have you measured the voltage on the tracks to see if it's varying?

You mention the TMCC buffer.  Have you tried "tuning" the TMCC buffer with the amplitude adjustment?  If that doesn't change anything, one more thing to try.  Remove the TMCC Buffer and see if it goes away.  A lot of these buffers have gone out, and that's not an issue that's ever been reported, but that doesn't mean it's not a problem.
