I have a new F3 AB set. The B unit runs much faster than the A unit. I'm thinking the B unit is programmed for 32 speed steps, while the A unit is programmed for 100 speed steps. I'm going to try programming the B to 100. Any suggestions, if that doesn't work? I'm aware of the ERR nudge feature, but this is possibly a 20% speed difference. The AB are a matched set, so it's not about gear ratios.

Unless this is not really new and has the ERR cruise installed, you're not getting 100 speed steps.
I tried applying the speed step command sequence. The speed difference was still more than I expected. Mind you, this is my first ever running a Lionel pair. So, I gave each locomotive a different ID# and created a lash-up. It's good now. However, I don't know if this was do to creating a lash-up or just engine break in.

Important information, they do have ERR cruise. So, I'd go through the 100 speed step setup for each of them, then see how close they are.
I did the 100 speed step setup while both engines were ID#1. I thought that would do it.
A is now #10 and B is #11. The train is #1.
I think it's good, but I don't know what to expect. If I start out backwards, the B unit runs faster, creating a gap. After running about 30 feet (gap = 1 locomotive length), I reverse the train and run about 50 feet. The gap shrinks, but doesn't close. 
That's plenty close, there is quite a bit of "slop" with back-EMF cruise. Also, you could use the "nudge" feature if you want to try to get a better match.
