Yes, its called transitional command control. The key is to get your conventional loco moving a a decent rate first,you then address your command loco and can run that. The catch is your limited by the track voltage that your conventional loco is running at, the faster its running more voltage you have to operate your tmcc loco, which responds better at higher voltages.Once things are going you toggle back and forth between track voltage and the tmcc address to make adjustments,i.e. usually when you start the tmcc loco the conventional one will slow down a bit, you can then address the track power and raise the voltage/speed of the loco. On a side not I've run Mth ps2 locos conventionally via a tpc, and once they started moving speed control and functions worked well to the point it was difficult to tell it was being operated conventionally.
