Unknown controller | O Gauge Railroading On Line Forum

Hello all, Does anyone know what brand and model this controller is? No markings that I could find. It is taped to the floor of a tender in a Weaver PRR T1 2 rail engine I bought. There are wires running to motor + and -, headlight +and - and the the speaker in the tender. The speaker is glued directly to the floor, no holes in the floor.When straight DC was applied the engine went through a start up/idle sequence of sounds and the headlight came on. It did not turn the drivers. I attached two pictures below.
