Does anyone have any info or memory of maybe a cereal promotion in the mid fifties, where a Varney train “set” (or individual pieces) was given away for boxtops or something? 

I have a set from approx. ’57-’58 – unpainted dummy F-7 and the cars in the photo - all plastic.  I painted the F-7 in that time period to match a diesel in a Revell set I had.  I recall the original caboose was chewed up by the dog and I recently found the replacement that is in the photo.  Never leave your toys on the floor! 

Anyway, I am trying to find any information on the origin of this “set” if possible.  I don't think it was purchased but I may be wrong.  Appreciate any input.

Yes, Varney did do a promotion with a cereal during the time you discuss.  I am only aware of the Plastic unpainted version of their venerable F3 being part of it, but I'll have to talk to my dad.  He has nearly every postwar Varney piece produced including variations and more than the Greenburg guide covers.  He grew up with Varney while I grew up with 70's era Tyco.
