This does not appear to be a set but rather it is made up of individual components. The 1656 was cataloged in two different sets during 1948 and 1949 but not with all of the cars you have listed. The Bucyrus Crane Car and the milk car were not in these sets but they did contain the SP Caboose and the Sunoco tank car. Hope this helps.
