Have a Weaver product in need of some grease and oil.

Manual says to remove a cover (#1).

When you remove it, there are about 16 tiny screws of different sizes (#2).

Got to the cover as advised. Still not removable.

Is there a better way? ManualPhoto

Mark, it sounds like what you removed was the bottom retainer plate that holds the drivers in place.  It is not necessary to remove that.  The cover over the worm gear is held on by either 2 or 4 (depending on the locomotive) very tiny Phillips machine screws.  You'll need a #0 (number zero) Phillips screwdriver to remove them. 

Looking at your second photo above, it appears that your cover is held on by 2 screws: one on the lower right corner and one on the upper left corner of the cover.
