I greatly admire the great train ressurrectors and restorers on this Forum, but am not one of them. I always take a Rube Goldberg approach to my trains, taking shortcuts involving the least amount of time and skill.

I'm gonna say the paint is obviously trashed. I'll bet it could be scraped clean with a stiff brush and fine steel wool and the details could be intact so I'm fairly certain that at the very least, you'll have a usable shell. As for the inards, I don't know how much moisture got in, so that may be a different story. The wheels seem to have relatively little crud on them compared to the rest of the engine, except for the pilot wheels. You may need new running gear, or just the eccentric crank at the very least, and maybe, just maybe, it can be brought back.
