The BPC I have been using allows the switching of a power source to any of up to four blocks. Looking at the BPC2 I do not see this capability nor do I see this capability explained in the instruction manual. Where did this capability disappear to?

I can read what it does. I am asking why is it called a Block Controller when all it is doing is turning power on from a single source now. The BPC2 is just a beefed up ASC2 from what I can see. The functionality of the BPC is totally missing. Did Lionel make another device that does what the BPC did?
This may or may not be what you're looking for, but the BPC2 can switch power in 2 power districts with up to 4 blocks in each. If you're looking for more than this, the BPC2 can't do it, nor can the ASC2 or any of the other LCS modules. If you're using LCS, you could use a BPC1 in conjunction with a SER2.
I would think if you take major functionality away from a product, that one (Lionel) would not continue to name the product the same name. I wish I had read the functionality before wasting the $100.00 for something I consider to be useless.
I have two power sources, two ZW's each connected to the Blocks through two TPC400 (IC Controls versions). With the Old BPC I can set up Blocks to run TMCC/Legacy on one ZW/TPC400 while the other ZW/TPC400 can run conventional and with the capability to change blocks from one to the other as necessary. I just began wiring an addition to my layout and this capability won't be available on the addition. Again what a waste of my time and money.
