Who made this building front?

I picked this up at the Strasburg meet today for 10 bucks. It didn’t have any packaging but this is what I got. A ground level, a relatively ornate 2 floor upper level, some clear plastic and a sheet of printed paper signs and window treatments. I don’t know if it’s complete or not, but there’s enough to work with here. Just wondering if anyone knows what I have?
