Who was "Fred Leach"? | O Gauge Railroading On Line Forum

I am interested in purchasing the MTH model of the 4-4-0 General Steam Engine....road name U.S. Military Railroads....I am able to find info on line about the U.S. Military Railroads but I can not seem to get to the bottom of who Fred Leach is? The model has a name plate on it with this name. I even see photos online but can not seem to get to the bottom of who Fred is and why is his name on this engine? Can anyone steer me in the right direction to explain the mystery of "Fred Leach" ? :-)
