You're correct though.  To be fair it is at least somewhat useless because it's so much different than the old one, and for no good reason.  But it is getting better, if not in user-friendliness then in content.  More information is now showing up on a regular basis.

Is it now workable?  Almost.

Maybe because you didn't look for info on a Lionel product on the Lionel product website, where one would usually go to find such a thing? Try that on lionel.com and see what you get. I'm happy that he was able to locate it for me on their parts website, but that's not where most people would look first for a manual. AFAIK, they haven't bothered updating a single link from their main website to any literature, so it's not getting "better"...
