What does the seller say? I've never seen one unpainted. Many have some loss of paint, but there's always some paint still present. YMMV.
Nothing to get excited about. The paint on the 2 figures tended to flake off easily and it wouldn't take too much cleaning with a toothbrush to remove all the paint, and have 2 bare figures.
Thanks. Seller says it is new. I did not see signs of use on wheels and car body also looks like new. The figures look tan.
OK, it could be a factory error where the figures missed the painting process. In my opinion, of course, those kind of items are not bringing what they once did. If you are a postwar variation and factory error collector it may be appealing, but those folks have thinned out over the years.
One of my two all time favorite cars, I still recall opening mine up on Christmas (used, but C-8/9 then) and neglecting everything else. I had asked for one for years.
IMO faking "unpainted" would be too easy. I wouldn't give it a premium without vintage proof (photo/statement/etc) to go with it. As stated, an exuberant toothbrush could likely take the paint off in minutes. Early on, the paint wasn't as vulnerable. Most of mine flaked off over the last 20 years untouched. But the paint loss is really only on the sheriff too.
I might be willing to pay a bit "too much" if I didn't have one though. I am willing to pay a bit more to own some things, but not too many.
The mech hasn't had a single hic-up ever. It's a gem mechanically.
I've only cleaned my figures once that I recall, using a soft paintbrush/soap&water(no perceptible loss, scary venture) And though ran LOTS, and I played hard, I likely cared for it better than anything else I've ever owned. Lots of paint gone off the figures. I'd say "peachy tan" or caucasian flesh.
The gun was always bare there.(aways kinda bugged me but not enough to not love it or paint it or anything.)
As you can see, the bandit never lost much. (Best I could do photo wise tonight)

Based on your comments, pictures, and the fact that I could find nothing about unpainted figures in three different reference guides, I decided not to buy it. However, I did find a nice one and purchased it (similar to Adriatics, and the sheriff has less paint than the bandit, also).

I still have one unopened box of the original Kilgore "Bang" caps sold in the classic red, white, and blue mini-box. 😏
And they made a "re-pop" car mech... Hmmm🤔 I wonder if they are still made at all. ..?
You could always make your own sound effects, by firing a Mattel Fanner Fifty as the car goes around the layout.
OK, I need a Fanner Fifty to go with the car. I also did pick up a WARR General at York. At the last Oct York I got a nice boxed Super O General set, to go along with 4 MPC era General sets I have had for years. That’s why I needed the Sheriff and Outlaw car!
I really like the “bang” when the outlaw drops down and hits the metal floor. Sounds like a shot from a Fanner Fifty.
Also, the paint is missing from the middle of the sheriffs pistol, same as on Adriatic’s picture.
I always wanted to make a layout, with only Generals and WARR cars, with a Marx Fort Apache set, in the middle.
Seems like I always buy at least one of these at every York. The first thing I look for is the amount of paint missing on the figures. On the 3370 cars, I now just buy them based on the condition of the two figures. Even some cars that look LN+ have paint missing on the figures. I bought two of then 3370 cars this year. One postwar that was virtually mint except for rust on all of the metal surfaces. I will swap out the body and figures for a car I have without rust. The other was a 3370 postwar celebration version which I had never seen for sale at York.
There are also a number of varieties now. I have one from the Kids Club of Rocky Mtn TCA, a orange and black one, and I especially like the one from the Lone Ranger set.
