Since you just posted, it's clear you're logged in. This certainly isn't the forum, I'm replying now. Try clearing your cookies, and perhaps a different browser.

There really isn't a "Reply button", only the "Reply with Quote" feature under the little "gear thing at the lower right hand corner of every post. The "Reply" window is always at the bottom of the thread.

If you really want (and need) help with this, I suggest taking a screen shot of what you're seeing, including the missing parts, and starting a new thread here. I suspect the guys "in the know" will be along to assist you.
There is no "...Reply button..." on a thread. To reply to a post, you should use the "Add Reply" window which appears at the bottom of each thread. It looks like this:

I encountered the problem- -no Add Reply window below the post- -after I tried to reply to my original 10/1/20 For Sale or Trade forum post titled "American Models S scale 72-foot heavyweight passenger cars" to reduce the asking price and [legitimately] bump the post back to the top of the forum. [I did manage to amend the title to include "Price reduction" and input the lower price but the post remained in its original spot in the queue.]
Now I've discovered that this problem is selective- -that is, some other forum posts also do NOT include an Add Reply window. Two examples [randomly selected] in the For Sale or Trade forum include the recent post [two hours ago] titled "FS: Lionel 18107 Denver Rio Grande PA-1 ABA Diesel Engine Set" and one posted one day ago tiled "FS: Lionel postwar 2340 GG1."
Any idea why these omissions have occurred?
The For-Sale forum doesn't allow replies, it's been that way for some time.

Yes. Replies are not permitted on the For Sale forum.
If you have a legitimate change to a for sale item, delete your original post and repost the item with the changes in a new post.
Thanks for the heads-up about the rule change- -which I was unaware of [mea culpa]- -Rich. A considerable amount of time had passed since I had attempted to utilize the For Sale or Trade forum.
However, I'm puzzled. Before typing this response to you, I checked the aforementioned forum and was staggered to find that EVERY post- -including the ones that I had cited in my reply to you six hours ago- -now includes an Add Reply window below it! Have the rules changed again...or am I now residing in a parallel universe?
Even though I am also in WNY, no parallel universe on my computer. There are never any Add Reply boxes in the For Sale forum.

I can tell you for sure that there are no Reply Boxes on the For Sale forum or the Wanted to Buy Forum. Nothing has changed there in years.

It gives you the box but it won't let you reply. It throws up a warning saying the image has to be checked by a moderator. I tried the other day to warn a guy about putting his email in the body of the post but it never did post.
Well, there is a reply box. The warning has to be recent, I haven't seen it in the past. Makes sense...
John is right. There are 26 replies in the first four posts.
My mistake, You CAN reply in the Wanted to Buy forum. You cannot reply in the For Sale forum.
Rich, the "aforementioned forum" I cited in my early morning Oct. 8 post [about 13 hours ago] was indeed the For Sale or Trade one. And yes, they all had Add Reply boxes. I did not try to reply to any of those posts and thus did not encounter the warning MartyE mentioned above. That said, the boxes did not appear when I just accessed that forum; evidently you or somebody else corrected the problem. Good show!
I hate to break this to you, but no one here changed anything. I've not made any changes to the For Sale forum setup for a long time.
I think your browser was "confused."
