I read the legacy 990 manual several times for information about downloading tmcc modules. Do they load in the legacy base or the cab?

The white ones are for the cab 2 depending on engine type.
Page 74 of the current manual.
They're about 99.44% useless, they only set a couple of parameters that you can set in about 10 seconds. It takes far longer to load the module than to just do it from the keypad. They also don't have the chip that can be used to turn them into black modules, they're just throw-aways.
I'd have to agree with John. They serve very little purpose and as he said, I can set up an engine minus the naming and road number (which the white modules can't do anyways) in a lot less time.
I think the only reason they existed was early in the Legacy days, the "mystique" of configuring the various types of locomotives was new, and Lionel was trying to grease the wheels.
Whenever we get a new Legacy user at the club, I show them the things that the white module sets, then I advise them to ditch them.
You mean those valuable Lionel Collector Items?

I wasn't sure if I was missing anything by not loading modules for tmcc engines into the cab 2 manually.I usually enter road name and number and away I go.

Why does Lionel include two near useless white modules, they should save us some money by taking them out of the Legacy control set OR, god forgive me for saying this 
, include BLACK modules instead.....me thinks! 
IMO the black modules make more sense now.

They want us to pay for the overstock white ones, and then charge us $20 or so for the black ones (some people buy TWO black ones, $40!). Just think, if they do four updates, that's $80 (or $160 for two moduels), that's almost 30% (or 65%) of the cost of a new Legacy complete system!!! Think about it.
Your numbers are way off. If you did buy them you would need 1 module at $20 regardless how many updates there are. The black modules can be over written. Only 1 is needed. Make and update CAB2 module, repeat process on same module with Base. $20.

Thanks to John I don't pay for black modules either. It takes a lot longer for the soldering station warm up than it takes to crack open a blue module and make the revisions.

Since we added more presets in the "Engine Info" tab, the Tan Modules are not useful. As I understand it, the current production 990 sets will now include 2 Blue modules and 1 black module.
Cool, I'm glad to see they are including the black module, that will eliminate a lot of questions.

It would be nice if they put them in the 990 Legacy box when it is shipped back to us, if/when the 990 Legacy goes in for repairs!
