Railsounds board, eliminating 10K Pot

Question about eliminating the 10K pot on the railsounds 4 motherboard. A 10K resistor is connected across the "high" and "low" terminals. Which terminal is the center wiper connected to? Is it high for high volume or low for low resistance? Checking with a a meter it appears to be the low terminal - is that correct?
